I'm uncertain as to whether this will be of any use to you - I don't
know if it'll be recognized _anywhere_ - but there is such a scheme
described here (although he calls it transcription, I think it's the
kind of thing you want).

It's actually a general scheme for Semitic languages - Arabic is at
