Well, this means as many as Tennessee.  Doesn't it?

Well, and Mexico has Queretaro, Michoacán, Guerrero, Morelos, the Federal
District, Puebla, Tlaxcala and Hidalgo... 8 too.

Guarico limits with Miranda, Aragua, Carabobo, Cojedes, Barinas, Apure,
Bolivar and Anzoátegui...

Bolivar borders with Delta Amacuro, Monagas, Anzoátegui, Guárico, Apure,
Amazonas, Roraima and either Guayana Esequiba or Guyana

Bahia is between Sergipe, Alagoas, Pernambuco, Piaui, Tocantins, Goias,
Minas Gerais and Espirito Santo.

Eight seem to be the top number..
