That's not entirely the point, though. Different regions have
different histories, different political institutions, and different
physical geographies which influence how political districts are
created. England's counties arose under the influence of feudal
monarchy and later corporate oligarchy from the Civil Wars on;
Georgia's arose under yeoman popular democracy and planter-oligarchy.
England also had a better level of transportation infrastructure
than Georgia, and thus it was less practical in Georgia to insist
that government officials move long distances to a local government
center.
