Thanks for the context. Now "... the city is still becoming"
makes perfect sense to me -- as a pun! In that context,
"still" means "nonetheless" (so the author is saying that,
despite being a boomtown where nearly a quarter of the
children live in poverty, Phoenix is nonetheless attractive).
