From Germanic, most probably. _Welsh_ originally meant "foreign"; there's
also an old Swedish adjective _välsk_ of similar meaning, especially of
Romance peoples and things. IIRC, _Vallonia_ (the French-speaking bit of
Belgium) also belongs here.
