I've always liked the benevolent dictator idea, but then you get the "who
will guard the guardians?" syndrome, and as far as I can tell, you might
get the Five Good Emperors if you're lucky, and then the system breaks down.
I've noticed that in Mercedes Lackey's fantasies (which I don't
necessarily always like), particularly the Valdemar novels, the only way
she can get a near-ideal government is by something like divine
intervention. :-/ I've thought about the problem and haven't come up
with anything better...not that I'm a political theorist.
