Well, I'm building on the world already established for the roleplaying
game _Over the Edge,_ and in that game, the people on Al Amarja speak
English (in a wide variety of accents, but largely American-like) for
basically the same reason that all aliens speak English on Star Trek --
convenience*.  There is a peculiar Al Amarjan slang, such as "Burger,"
to describe newcomers to Al Amarja who are likely to be chewed up and
digested or spat out, but mostly it's plain American English.

Al Amarjan customs include wearing nooses as if they were neckties, even
with formal business suits, and, in restaurants, always serving patrons
unopened bottles of beer, so that the patrons can open them themselves
and keep their thumbs over the opening when not drinking -- making it
just a little more difficult for someone to slip poison or drugs in when
one isn't looking.

*I understand that when the game was translated into French, the Al
Amarjans were changed to be speaking French, and the isle itself was
relocated from the Mediterranean to the Caribbean, to make it nice and
far away... the whole idea being that it is supposed to be a mix of the
very familiar and the very exotic.
