I meant A -> B while B -> C while C -> A, in same position.

I think it depends on whether or not you can choose sound changes that
fit together to produce such alternations.
A scheme that may help: A -> B while B -> C while C -> D in certain
environments, then D and A merge paradigmatically (that is, as phonemes,
irrespective of the environment).
