I'm pretty far North, and neither of those come out as the same vowel for
me.
Even though we had this same dreaded english vowel pronunciation thread
a month ago,  I'll show you how I say them:

[bVk] / [bUk]
[rVm] / [ru:m]

I suggest you look through the archives for an explanation of why we
pronounce these vowels
differently.  It should be in the last month or maybe a little more.
