You could try two french providers. the first one is www.free.fr, the second one
is www.tiscali.fr (it used to be www.chez.com). Both of them provide a free
100Mb web space without advertising. You also have support for PHP, and a MySQL
database. Plus a few stuff like counters, or statistics tools. I don't think if
they have english on their web site, so if you can not manage with french, I
can register an account for you if you want.
