French overseas departments are easy: they'll get the Euro as any other part of
France. As for countries whose currencies are based on the Franc (the ones
which use the "Franc CFA"), they will carry on using it. The only difference is
that the "Franc CFA" will be based on the Euro instead of the Franc. But since
the Franc itself was based on the Euro, that doesn't change anything for them.
