Strange. What do you mean by penmanship? In France we never learn such a
thing (even my father, who learned to write at the time of ink wells,
didn't learn anything special in writing but writing). We just learn how to
write, and we do that with fountain pens mandatorily (fountain pens are
mandatory till university, at least for exams - nobody cares what you write
your notes with :) -).
