It's an allophone of /h/ before /u/. Ha, hi ([Ci]), fu, he, ho. There
are no "rounded front vowels" in Japanese.
But more recent borrowings have [P] elsewhere, like _foto_, but earlier
borrowings were conformed to that allophony, e.g., _koohii_ < _coffee_

_V_ is new, and, as I understand it, is often pronounced as /b/.
