It all depends on the definition of "religion". If "religion" is considered
=belief in God/gods, then agnosticism and atheism aren't religions (and
neither are certain forms of Buddhism). If "religion" is seen as belief in
unproved/unproveable ideas, then atheism is an religion (you can't prove
that God doesn't exist - if he's omnipotent he can hide very well!) while
agnosticism isn't. If "religion" is seen as one's position vis-a-vis the
transendent, then both are religions.
Personally, I'd normally sign up for the second of these interpretations -
atheism is a religion while agnosticism is the lack of a religion.
