Before translating the above sentence, I think some sort of analysis like the following might help: Tacitus (he (being obsessed with subclauses) regularly wrote sentences of such extrordinary length and complexity (they would have been better organized as at least two paragraphs)) is (I believe) therefore one of the most painful of all Latin authors to translate. I'll give this a try tomorrow.
