I now realise you meant the vowel in 'all' as opposed to that of
'ought'. I agree with you that 'all' is more raised than 'ought' is,
much closer to [u]. However, I have no idea what it is, either. If I
absolutely had to make a quick judgement (is <judgement> not a valid
spelling in the US?) on it, I'd probably use [U:], seeing as I wouldn't
use [U] anywhere else (preferring [u] for that vowel).
