In some dialects, yes; but not in standard German. Word-initial /pf/
occurs in many words, e.g. _Pferd_ `horse', _Pfau_ `peacock',
_Pfanne_ `pan' and many others, and it is surely pronounced [pf]
in these words.
ObConlang: Germanech also has /pf/, which is from the same source
as in German, namely a change /p/ > /pf/ in certain positions.
Examples of Germanech words with /pf/: _pfazer_ `father', _pferdér_
`to lose', _tzempfs_ `time'.
Proto-Pictic (another yet only sketchy conlang project of mine)
is reconstructed with the affricates /ts/, /dz/, /tr_0/, /dr/,
/tK/, /dl/.
