There are various translations around; I'm not sure whether there's a
standard English one. "And therefore I believe that Carthage must be
destroyed" seems a compromise of some versions I found in a quick
google.
The "delendam" is something like "must-be-destroyed" or "worthy of
destruction" in one word, so the "est" is simply 3s of "to be", not
"must" of itself.
