Possibly, but I guess that most often, if a separable verb is spelled exactly the same way as an inseparable one, they are simply two completely different verbs, with meanings that can be arbitrarily different. For example (marking primary stress with acute accents): vóórkomen (separable, to occur) and voorkómen (inseparable, to prevent). See also http://www.dutchgrammar.com/verbs/comp_4.html for examples.
