If you want to put it that way, yes. So "chotto" is written "chi (or 'ti' in some romanizations)-baby yo-baby tsu (or'tu')-to"

I don't know what [s\] is, but there is a distinction. For me, point of articulation differences and part of tongue used differences mark the distinction (neither apical). Similar, sure, but not a difficult distinction. Kou
