It's right after she says 'here's the light from Earendil, our most famous star..' Or some such thing.

Well no..He does say 'mellon' "friend" (In Sindarin) but before hand, when he first reads the inscription he does say something in what sounded to me like Quenya, then he says "Oh, it's no use"...at which point Frodo figures out the riddle for him.
