Hm, well, certainly in my dialect, /ir/ is pronounced [I:], which contrasts with /I/. Similarly /Er/ is [E:] and contrasts with /E/. I wouldn't interpret [k@t] as 'cut', though, of course. I'd probably understand it as 'kit'.
