It's made by High-Logic, available for download at www.high-logic.com
It is shareware and functions fully for 30 days.
I am in the process of making 2 fonts. I have a PDF example of my Terteloqë
script at www.almaran.net/resources/
I have also made the the .ttf file available at the same location. It
requires quite some work to draw all the glyphs, depending on how many of
them you have and how much symmetry they have (it's easy to mirror etc.)
