Indeed, but it wasn't an instruction for Jan (or, for that matter,
anyone), merely my opinion on the matter.
If I had to make a law about it, I would make marriage an agreement and
a licence between the state/me (as I'd be the dictator) and the couple
that they would and could have children, and forbid it if children were
not going to be had. Particular couples would be forbidden from getting
married, because some people are just too stupid to have children...
(Yes, I have worked out a number of things for when I become supreme
dictator of the world, so you'd better be on my good side!)
