I'm OK with that.

Fine. Except for <sj> for /S/ (that's Swedish, I guess ;). We could do with
<sh> for /S/, which is familiar for most people and leaves us <sj> to represent
/s/ + /j/. The rest, we could think of the consonant-semivowel cluster vs.
palatalized version as variants -- they're not so different anyway.

I'm fine with six vowels (i. e. leaving <y> for /y/ and <j> for /j/ as you
proposed).

My solution would be
<x> or <kh> for /x/ (unvoiced velar fric)
<gh> for /G/ (voiced velar fric)
<q> for /q/ (unvoiced uvular stop)
<qg> or <c> for voiced uvular stop

OK, /r/ for clusters: pr, tr, kr, qr, br, dr, gr, cr would be allowed.

I'm OK with nasalization as a variant for -n, but in that case there
should be nasalization for -m too, right? And we should allow all stops
to be syllable-final, provided the articulation is easy. They should be
voiced or unvoiced according to the next consonant. Are we going to allow
double consonants (-pp-, -ss-, etc.)?
