Actually, it would be:
"by means of which every Italian speaker can understand where the guy he's
talking to is from". You can see how this works if you collapse the phrase
"guy he's talking to" into "he": "every Italian speaker can understand where
he is from", not *"every Italian speaker can understand where is he from".
