That is also the system used by JIS X 0208 and the Unicode Standard:
katakana VA VE VI VO VU are WA WE WI WO U with full voicing mark.
Hiragana VU is also U with voicing mark, but no precomposed
forms are given for hiragana VA VE VI VO.
