Well, I don't think Jan was talking about rules, but rather that you need
that many people to make the club effectively do something. As I said
before, I disagree with Jan. Although more people means more activities, you
can run a simple interest protecting organization with from as few as four
of five people.

Well, it depends on the goals of your organization, but yes, you would
probably be able to get some funding.
