No, It may be common Germanic (Germ. bei-, Du. bij-, Engl by- [byway, by-form]. Maybe ult. cognate (IE?) with "bi-" 'twice' which occurs in Lat. at least, maybe Gk., though Gmc. b :: Lat. b don't correspond. Could it be a borrowing in Gmc.??
