Nope. There's a grid, but each character is completely independent.
The grid is used simply to arrange the characters, having no more
significance than the ABC order in our script. You might be thinking of
the voicing diacritics, which turns, for instance, ka into ga (also, ha
to ba, since the h-row was originally p). But that's true for both
hiragana and katakana.
