Well, here's the Rosetta Stone:

We are told that "Cthulhu" is more or less ['kKulu] or
[tKulu], and that the orthography is known to be only a
rough approximation to the phonology.
The exclamation "Ia", with diaeresis over the "a", is
also recorded. It may mean yes, or hurrah, or something
of the sort.
