Well, "paved with X" in general conjures an image of perfectly-smooth streets that have X as the material used to create the smooth surface. So to me, the Yellow Brick Road of Oz is not "paved with yellow brick", and bears no physical resemblance to a street "paved with gold". Rather, the phrase "paved with brick" implies crushing the bricks into a paste before topping the road with them. Fortunately, the term 'street' or 'road' by default refers to the surface, so the general verb I would use is just "made", with "of": a road made of bricks, a street made of gold, etc. -- Mark J.
