Actually, it turns out that that's not true (if by 'practice' you mean
'speak' and/or 'write') according to the currently most useful models of
the (psycho)linguistics of second language acquisition. Check Google or
Amazon for 'Stephen Krashen', as I suggested in my earlier response to
this thread.
