AFAIK "nur" in Esperanto is just a limitation particle with no specific
implications. I'm not a big expert in Esperanto, so I cannot remember whether I
heard this particle used in neutral or in pejorative sense. Unfortunately, I
don't know enough German to see it deeper. To my mind, Esp. "nur" behaves more
like Rus. "toljko" or Polish "tylko".
At least by my phrase I meant that I am _just_ a citizen of Ukraine, but I am not
Ukrainian in ethnic sense (being Jewish). Which, BTW, said in English, may be
even more confusing, because in Eng. "Jewish" is used in both ethnic and
religious senses (and I'm he in both), while in Rus. "yevrey" is ethnic, and
"iudey" is religious identification.
