France (I don't know about the N.) has centralized education, though,
which is either well or poorly executed at any given location. In the
U.S. it is widely believed that the education system is broken, but
there is *no evidence* (I am speaking strictly here) for that, though
there is much anecdote. In the nature of things, bad-news stories are
more interesting and sell more newspapers (etc.) than good-news stories,
however, so it is difficult to rely on these anecdotes.
Maybe we'll have a federal government that is willing to put its money
where its mouth is (proverbial expression) someday, and we'll find out
what our education system is *really* like. It'll be a huge job.
