Agreed. And we started out,  more or less,  as sovereign states
bound into a union. Looking at our Constitution, there is really
not much for the Federal government to do - it's all supposed to
be done under the sovereignty of the States. This I'm sure is a
particularly American way of looking at it.

Except for the curious US usage of state, I'd take state to mean
an independant country.

As for the rest (and we might as well add commonwealth, county,
hundred and parish), they're all amorphous subdivisions to my way
of thinking. Though, "canton" is perculiarly Swiss and
"prefecture" is peculiarly Japanese for me.
