"Sure" belongs in your later category for words that palatalized and lost
the yod.
For me, "sure" is two lexical items, an adjective with CURE, and an adverb
(not interchangeable with "surely") with NURSE. So I can have dialogues
like:
[Ar\juSur\]?
[Sr\=aimSur\].
