First question:
Yes.
Second question:
I haven't really formalised it yet, but I've got
it written down that 'iu' must be used if the
sentence is a statement AND the first vowel in
the following word is an 'o', simply because it
sounds awful the other way. Also, 'o', being less
distinct, de-emphasises the tense somewhat, but
is faster to say - so would lend itself more
either to faster phrases or to situations where
the tense isn't really important.
What I envisage is that there should be
circumstances where one or the other must be
used (avoiding clashes with sounds in
neighbouring words) and a grey area in between
where either could be used. But I haven't
worked out all the details yet.
