It's one of two things.
1: A letter in the Gothic alphabet (which derives from the Greek one).
2: A letter in the Roman alphabet used to transliterate the Gothic
letter. It, in turn, is transliterated as HW or HV, hence hwair. I
believe the hwair was designed by a German Gothicist.
If I'm not much mistaken, the name of the letter is pronounced either
/hwer/ or /hwEr/, or maybe with an unvoiced /w/ rather than /hw/.
