It seems to be the same way with Tagalog as well (not surprising). Head
hair is Buhok, while the fine hair you find on arms, etc. is Balahibo .
This is also the same word for feather (There is also "plumahe" from
spanish). There is also a distinction between regular hair, and gray hair,
which is called uban. Since I just read Nik's email asking about fur, in
Tagalog, balahibo is also used to describe fur.

So obviously there is no clear distinction between fur and feathers, as
it's all something that covers the body (growing from it ;)).
