What are those ALT-combinations you're talking about?

There's an easy way to do it in Win98. You can define hotkeys (that is,
combination of keys for performing a macro or inserting a symbol). Do it like
this:
- Insert > Symbol;
- highlight the character, e.g. a barred t;
- click on "Keyboard..."
- type your combination, e.g. "CTRL-1,T" (if u want prefix key) or "CTRL-ALT-T"
and click on "Define"
From now on this combiation becomes a hotkey for your character.

Well, even quite a posteriori conlangs may be so cruel...
