Definitely no.

I'm not sure it was. I saw just several short phrases written in Qazak with Latin letters. It doesn't resemble much Turkish, but since it may be unambiguously mapped one to another (except of specific sounds), they may have similar origin or at least, copmposed on the same principles. Old Latin alphabets of the USSR had lots of strange letters: I'm not sure if all of them are unicoded. E.g., [M] sound (Turkish dotless i) was written by Cyrillic soft sign, and in order not to confuse it with letter b (small), they used Cyrillic B for sound [b]. [G]/[G\] was written with Latin OI etc. ~~~~~~Yitzik~~~~~~
