Sounds like a good rule of thumb to me.
I like xrl.us (aka Metamark), personally, for "tiny URL" services. One
thing I like about them is that they let you choose the string of
characters, so you can pick something meaningful if you want (and if
the string is still free). (If you don't pick anything, it'll come up
with a random string of its own just like tinyurl.)
