What I've done several times is to vote against a
sentence, and then enter an alternate, "corrected"
version of it (hopefully other people will think my
new version is more correct than the older one).
Or if I see that people voted against some sentence
I entered earlier, and I'm not sure what part they
objected to, I'll enter a new sentence that differs in
a couple of different ways from the old one and see
if it fares better.

You could have a votes table with IP address,
sentence number, and vote value. - then not allow
multiple votes on the same sentence for the same IP.
Of course people with dynamic IP addresses could
still spoof it, but they would have to reconnect their
session for each vote.
It _might_ be good to log the IP address when
a sentence is created too -- I'm not sure.
