I could guess that the conculture-conlang relationship has many origines:
the conculture comes first and the language follows as part of the cultur=
e,
the language comes first and you imagine who would speak it creating
something form a sketching culture to a complete new world with different
kind of conceptions... or you just like imaging and creating things, thos=

things include languages and include worlds and when you put together bot=
h
kind of creations you have a concluture with a conlang. (The last is my
case).
But I don't believe the tight relationship between culture a language mus=
t
exist. Larger languages like English or Spanish are spoken by too many k=
ind
of people... of course Language and Culture interfere with each other, as
religion, music or dancing, but there is not one-one relationship, and if=
I
want I could create a language with no culture attached... I've been work=
ing
in the NGL project which has its aims but is not attached to any construc=
tec
culture... it pretends to reflect the culture of people today and in the
future and if it succeds it will be creating its own culture, as Esperant=
o
and Lojban has already done.
And I've also been working on a personal language, a language based on my
own ideas and world philosophy, which will reflect, not my culture meanin=
g
the culture around me, but myself: the Chleweiness. I have not to constu=
rct
a culture, it will be appearing if that "culture of one" is a correct
concept.
So you don't have to create a culture. The culture will develop from the
language, or from the language speakers, or will never develop and the
language is there. I develop a Hagkerim culture with a Hangkerimce langu=
age
just because I find it funny. As I find funny developing NGL or Chleweyi=
sh,
without inventing a culture for them.
