I've done it both ways: my earliest conlangs were all designed to go with
alien and exotic human cultures, but some more recent ones (such as =
Eklektu
and Jaghri) are simply created for their own sake. Jarrda started out as
such a language before I decided to make it the language of the
raccoon-people. Recently, I've been refining the Jarrda vocabulary by
taking out words that don't belong with the Procyon culture and adapting
them to my newest language, Tirelat (another language without a culture).
