You have to make it send =E6 =F8 =E5 quoted like =3DE6 =3DF8 =3DE5, and add=
the
appropriate header. (Technically, use a Content-Transfer-Encoding of
Quoted-Printable).
It seems that that's what Outlook means by 'Use MIME encoding' --- in
the version I just looked at, it's under 'Internet E-mail' in the main
Preferences dialog.
Try it and see --- if you mail me, I'll tell you exactly what it does.
