Yes, it is - Eastern Empire.
But 'Austria' is superficial latinization AFAIK, fairly
obviously influenced by 'Auster' in some vague, folksy way.

It's a latinization.

I've come across both usages in the UK - but 'anticlockwise'
is IME the more common. 'counterclockwise' has a more
"folksy" feel to it (therefore, I prefer it).
