As far as I know, the lateral flap is made by flapping the tongue tip forward from a
retroflexed (or apico-postalveolar) lateral.
Attempting a trill from this position would probably not be acoustically much different
from an apico-postalveolar non-lateral trill, though it is possible to trill the lateral
edge of the tongue - sounding rather like a very vigorous, prolonged lateral fricative
IMO.
No natlang that I am aware of uses this sound as a distinctive phone.
