But those aren't synonyms. >< "Proper" English would be opposed to "ungrammatical" English (English that an English speaker would have trouble understanding, such as a sentence produced by a foreigner where the subject switches [grammatical] gender mid-sentence) or alternately "inappropriate" English (using an improper register for the situation). "Formal" English is opposed to "colloquial" English, but this scale is not a value judgment, but just a statement about what situations in which it is used.
